The Port Authority of Jamaica has appointed Étude Services as Engineering Design Consultant for the detailed engineering and designs of the Caymanas Smart Economic Zone (CSEZ), in the Caymanas Estates Development Area, St. Catherine. The contract was signed in September 2026 following a restricted-bidding, quality-and-cost-based selection under the Government of Jamaica’s public procurement law.
CSEZ is planned as a modern, investor-ready special economic zone supporting Jamaica’s logistics, transshipment, light manufacturing and value-added production objectives, with serviced lots, pre-built factory and warehouse facilities, internal roads, utilities, digital and security systems and customs-related facilities, delivered so that the zone can be built out in phases.
Scope
- Critical review of the feasibility study, prior designs and the new master plan, with value engineering and benchmarking against comparable economic zones worldwide.
- Civil and site infrastructure: geotechnical and survey review, a three-tier road hierarchy to NWA standards, and site-wide grading across approximately 500 acres.
- Preliminary engineering for the rail and road link between Tinson Pen and the Caymanas lands.
- Drainage and flood mitigation at the Rio Cobre / Fresh River interface, potable water to 20-year demand and NWC fire-flow standards, and centralised sewage disposal.
- Power and energy design in coordination with Jamaica Public Service, including 138 kV and 69 kV interfaces, solar-ready provisions and smart street lighting.
- Digital and smart infrastructure: fibre backbone, access control, perimeter monitoring and CCTV aligned to JSEZA and 24-hour customs requirements.
- Statutory submissions to NEPA, NWA, NWC and other agencies, revised contract documentation, priced Bills of Quantities and the overall construction programme.
Deliverables run from an inception report through preliminary design, draft and final issued-for-construction drawings, to revised contract documentation and a completion report. Mr. S.K. Jain leads the assignment as Team Leader and Project Director.
